The Science and Education Group was established in July 2003. Its predecessor was the Education Investment Group set up by the municipal government to develop the education sector. In 2020, it underwent restructuring and was upgraded to the Science and Education Group, becoming the only municipal-level state-owned enterprise platform in the province focused on science, innovation, and education as its core business. The group has a registered capital of RMB 3 billion, nearly 400 employees, total assets of RMB 6.663 billion, and net assets of RMB 2.146 billion, with a AA credit rating.

The group is designated by the municipal government as one of the centralized platforms for municipal government-invested engineering projects. It is responsible for the construction of social welfare facilities, including science, education, culture, healthcare, sports, and civil affairs-related building projects.

The construction segment consists of the Science and Education Construction Company and the Centralized Project Management Company. The Construction Company undertakes market-oriented operations, including construction, maintenance, and the procurement and sales of engineering materials. The Project Management Company is responsible for the construction management of centralized government-funded projects. Since 2020, the group has undertaken more than 30 key livelihood projects specified in the city's "Two Reports and Two Documents," such as the NYU TONGDA College, the Technician College, and the Yangzhou Middle School Shurentang Building, with a total construction area exceeding 600,000 square meters.
